Principal & Founder

Clay founded CE3 Group because he'd spent three decades watching environmental programs get fragmented across too many firms, too many handoffs, and too many missed connections between disciplines. His career arc is unusual in the industry — and it's exactly what makes CE3 different. Clay progressed from regulatory agency specialist to aerospace EH&S manager to environmental consultant, building a comprehensive understanding of environmental challenges from every stakeholder's perspective: the regulator's, the operator's, and the consultant's. With 30+ years leading environmental programs for government agencies, Fortune 500 companies, and international development organizations across the U.S., Canada, and the Middle East, Clay built CE3 around a simple premise: the best environmental consulting happens when compliance, ecology, and economics are in the same room from day one.

Hassan Ktaech, BA, MCIWM

Vice President, Environmental Services

Hassan leads CE3's technical operations with extensive international experience spanning North America and the Middle East — and a track record in some of the most challenging environments an environmental consultant can face, including post-disaster response. His deep expertise in hazardous materials management, waste system design, and environmental regulatory compliance has driven successful outcomes across multi-site programs spanning the full lifecycle from investigation through regulatory agency closure. At CE3, Hassan oversees the technical team and ensures that every site investigation, remediation design, and compliance program meets the standard that agencies expect and clients deserve — whether the project is in Philadelphia or the Port of Beirut.

Tim L. Sturdavant, BS, SME

Senior Technical Director

Tim is the person clients call when they need something engineered right, built to last, and done without shutting down operations. As Senior Technical Director, Tim provides strategic environmental operations engineering, management, and compliance expertise across diverse industrial sectors. His track record includes achieving ISO 14001:2015 certification for facilities spanning aerospace, steel production, and metal recycling operations — and he did it while those facilities kept running. Tim's approach integrates Lean Six Sigma methods with environmental management, finding the overlap between operational efficiency and environmental performance that most consultants treat as separate problems.
